Card effects are still pretty much undefined and could be whatever you want.

Card type would be one of:
  1. points or keeper or permanent or something (something you keep in front of you that generally has some value, can also be played on other people unless stated otherwise)
  2. action (one-off effect card that’s used in your turn)
  3. instant action (card that you can play any time)
  4. global (something played that stays in effect and affects all players)

There are implicit rules here about the layout of the space you’re playing the game in too. Each player needs a space for points cards, there should be a central space for globals and a general discard pile.
